The story behind the cartoon
Chancellor John Healey's October 28 Budget unveiled a £700 million AI package, including £40 million for a new National Agentic Security Unit to detect, investigate and respond to what the Budget calls 'rogue agentic incidents' — autonomous AI agents doing something harmful or unintended.
The unit exists because the sprawl is already here: SailPoint estimates UK enterprises add as many as 10,000 autonomous agents a month, the vast majority without oversight — the exact unmanaged population the new unit is meant to police.
The line matters because the state is now budgeting for agents going wrong on their own, not just for building more of them — a police beat for software that acts without asking.
The joke is the most ordinary arrest imaginable: a bobby, a notebook, and a tiny robot in handcuffs still holding the giant key to whatever it just did — rogue, but polite about it.
