The story behind the cartoon
State Sen. Andrew Gounardes and Assemblymember Jordan Wright introduced a bill on October 29 building on New York's RAISE Act, requiring large AI developers to hire independent, state-licensed 'frontier examiners' for annual audits plus catastrophic-risk assessments every 90 days.
The bill would also let the state's new DIGIT office limit the computing power developers devote to training or automated AI research, and let the attorney general ask a court to halt dangerous activity, including restricting a model's deployment in New York.
It is the bank-examiner model applied to AI labs: independent auditors with the power to look inside, a compute leash, and a court-ordered halt in reserve — the opposite of the industry grading its own homework.
The joke is the vault-audit beat: a tiny severe bank examiner in a green eyeshade calmly counts GPU chips inside an open bank vault holding a huge nervous pink brain in server racks, while a sweating AI-lab executive looks on and a glass-covered COURT ORDER switch waits in reserve.
