THE SHORT VERSION

Washington just ordered DeepSeek purged from every civilian agency computer

Homeland Security Secretary Markwayne Mullin signed the order on July 24, 2026, and the department filed it for public inspection on October 19, publishing it in the Federal Register on October 20 as document 2026-21447. Civilian agencies must remove all DeepSeek and DeepSeek-affiliate products — plus any third-party product or service "developed using DeepSeek implementations" — and stop buying them. It does not restrict companies or the public.

The order names Hangzhou DeepSeek Artificial Intelligence Co., Ltd., the developer of the R1 and V3 models, and was issued under the Federal Acquisition Supply Chain Security Act of 2018. The notice itself gives no reason; DHS has said separately that DeepSeek models present "multiple threat vectors," including possible transfer of sensitive data to China.

The third-party clause is the one that bites: DeepSeek released R1 as open weights, so any vendor product distilled from, fine-tuned on, or built with DeepSeek's outputs can count as "developed using" it — and no current software-bill-of-materials standard tracks which models were used during development.
